IPPv4 install prob

Hi all,
We've just upgraded our 4 yr old Dell Dimension Pentium XPS 200s to
a Dell Precision 220 Pentium 3.
The old Dell Dimension ran IPPv3.1 until it was upgraded to IPPv4.
This all worked fine.
I cannot install IPPv4 on the new Dell Presion.
It refuses to recognise the the HASP protection key.
It only wants to load a demo mode.
What is going wrong ?
